What Is OLTL?
The Office of Long-Term Living (OLTL) administers Pennsylvania programs that provide long-term services and supports to older adults and adults with physical disabilities. These programs are designed to help eligible individuals receive the support they need while continuing to live safely and independently in their homes and communities.
For many individuals and families, in-home support can make it possible to remain at home rather than moving to a facility.

Who Can OLTL Services Help?
Who We Serve
Pennsylvania's OLTL Personal Assistance Services specifically include assistance with activities of daily living, household tasks, meal preparation, shopping, laundry and certain health-maintenance activities when included in the individual's service plan.
OLTL programs can support older adults and adults with physical disabilities who need assistance with everyday activities and meet the program's eligibility requirements.
Depending on an individual's needs and approved service plan, support may help with things such as:
- Personal care and hygiene
- Bathing and dressing
- Toileting and incontinence care
- Mobility and transfers
- Meal preparation
- Light housekeeping and laundry
- Grocery shopping and errands
- Companionship
- Assistance with daily routines
